Samuel Opio joined Gloford in 2013 as a field coordinator in Soroti district and has risen through the ranks to become Director of Programs. He holds a Master's in Development Studies from the Institute of Social Studies (The Hague) and a Bachelor's in Social Work from Makerere University.
Samuel oversees the design, delivery, and evaluation of all four programs — Youth Empowerment, Climate Resilience, Health Outreach, and Community Radio. He leads a team of 12 program managers and coordinates operations across 14 districts.
Before joining Gloford, Samuel spent five years as a community development officer with World Vision Uganda, working in post-conflict recovery programs in northern Uganda. This experience gave him a deep understanding of how community-led approaches can rebuild social cohesion and economic opportunity in the most challenging settings.
Samuel is known for his rigorous approach to monitoring and evaluation. He introduced the organization's current M&E framework, which tracks 47 outcome indicators across all programs and has been cited as a best practice by PEPFAR Uganda.
